Brazil's Ministry of Culture Returns with New Leadership and Focus on Reconstruction

institutional · 2026-04-23

The Brazilian Ministry of Culture, reinstated under singer Margareth Menezes, is leading a sector-wide reconstruction effort after years of severe budget cuts. A December report from the Government Transition Office revealed an 85% reduction in the direct administration budget and a 91% cut to the National Culture Fund since 2016, with estimated sector losses of R$69 billion for 2020-2021. The pandemic further devastated the cultural economy, which previously represented up to 2.7% of GDP and employed 5.5 million people. Emergency laws Aldir Blanc 1 and Paulo Gustavo allocated R$6.8 billion in relief. Key appointments include Henilton Menezes as Secretary of Creative Economy and Cultural Promotion, Fabiano Piúba leading the Secretariat for Training, Books and Reading, and career civil servant Fernanda Castro heading the Brazilian Institute of Museums (Ibram). João Jorge Rodrigues, president of the Olodum Afro bloc, now leads the Palmares Foundation, tasked with reversing previous exclusions of Black figures like Milton Nascimento. At the National Foundation of Arts (Funarte), Maria Marighella was sworn in with First Lady Janja in attendance. The Museu Nacional's director, Alexander Kellner, secured immediate cooperation from Iphan's new president, Leandro Grass, for the institution's reconstruction committee, marking a shift from previous obstruction under monarchist Olav Antonio Schrader.
