Biennale di Venezia faces potential government takeover amid Russia pavilion dispute

institutional · 2026-04-30

The Italian Ministry of Culture (Mic) has sent inspectors to Ca' Giustinian, headquarters of the Biennale di Venezia, to investigate the reopening of the Russian Pavilion at the upcoming Art Exhibition (public opening May 9, preview May 5-8). The inspection follows the International Jury's decision to exclude Russia and Israel from awards, citing leaders accused of crimes against humanity. Tensions have escalated between Culture Minister Alessandro Giuli and Biennale President Pietrangelo Buttafuoco, with Giuli planning to skip the preview and opening days. The Biennale risks commissariamento (government takeover) under Legislative Decree January 29, 1998, which allows dissolution of the board for grave administrative irregularities, losses exceeding 30% of patrimony for two consecutive years, or inability to function. The Biennale has defended its actions, stating full compliance with national and international laws and denying any violation of EU sanctions. Meanwhile, European Commissioner for Culture Glenn Micallef thanked Giuli in the European Parliament for his clear stance on Russia, supporting his position.
