Austin Public Art Funding Falls Short of 2% Ordinance, Audit Sought
The 2% for art ordinance by Austin Art In Public Places (AIPP) is facing examination due to funding inconsistencies identified by the AIPP Panel Ordinance Working Group. Funding for three initiatives—the Longhorn Dam Bridge, Redbud Trail Bridge, and Elisabet Ney Museum—was found to be between 59% and 72% of the required 2%, resulting in deficits ranging from $116,511 to $1,615,460. The City Manager's office suggested modifications to permit further deductions for administrative, engineering, and architectural expenses, which would formalize existing underfunding practices. The Arts Commission unanimously advised maintaining the 2002 ordinance, while the working group requested an independent audit in a letter dated May 14. City Manager T.C. Broadnax's revised ordinance was removed from council agendas on April 23 and May 21 due to concerns from council members. It is now set for discussion at the August 27 council meeting. Heidi Schmalbach from the working group indicated that the underfunding issue might trace back to the ordinance's inception in 2002. Angela Means, the new ACME department director, supported the proposed changes as a clarification of historical practices. Artist Lindsey Millikan remarked that these adjustments would diminish public art funding while maintaining the 2% designation.
