Art Programs in Brazilian Prisons Face Systemic Neglect Despite Proven Benefits

In Brazil's prison system, artistic and cultural initiatives are poorly funded and fragmented, leaving 90% of the 622,202 inmates without access. Studies indicate that engaging in art projects within prisons can improve relationships, boost self-esteem, and enhance social skills. A report from the National Penitentiary Department (DEPEN) and the UN Development Programme (PNUD) in 2016 highlighted that these programs are reliant on individual efforts and are limited in scale. In São Paulo, just 2% of the penitentiary budget is allocated for social reintegration. Furthermore, CNJ Resolution No. 391, enacted on May 10, 2021, broadened the criteria for sentence reductions related to cultural activities. Since 2017, the Pinacoteca de São Paulo has collaborated with SAP for workshops, yet a survey revealed that 80% of major galleries do not acknowledge artists who have been formerly incarcerated.
