Agentic CI/CD: Redefining Autonomy and Control in Software Pipelines

A recent paper on arXiv (2605.07062) presents a framework aimed at comprehending the autonomy of AI agents within Continuous Integration and Continuous Deployment (CI/CD) processes. The authors emphasize that the primary issue lies not in enhancing task performance but in establishing authority transfer, which involves shifting operational decision-making from human-managed pipelines to agent systems within defined limits. They differentiate between data-plane authority, which includes localized actions such as generating patches and rerunning tests, and control-plane authority, which pertains to changes in pipeline configurations, deployment policies, and approval processes. The study reveals that existing systems primarily function at the data-plane level, with minimal delegation of control-plane authority, and seeks to create a common terminology for discussing agentic CI/CD, focusing on decision authority delegation and control placement.
