10 Years of Art Bonus: Successes and Limitations of Italy's Cultural Patronage Tax Incentive
Ten years after its introduction, Italy's Art Bonus tax credit has raised over €900 million from more than 41,000 patrons, but its impact is uneven across regions and types of donors. The scheme, launched in 2014 by then-Culture Minister Dario Franceschini and made permanent after an initial trial period, offers a 65% tax credit on donations to support public cultural heritage, including maintenance, restoration, and support for opera foundations, theaters, and festivals. However, donations are limited to public entities, excluding private and ecclesiastical cultural assets. Northern Italy, particularly Lombardy, has attracted the largest donations, driven by banks and large corporations, while southern regions like Molise, Basilicata, and Valle d'Aosta have fewer than ten projects each. Private individuals account for only 4% of total funds but have made over 25,000 donations, demonstrating civic engagement. Notable successes include the restoration of Vasari's Last Supper in Santa Croce funded by Prada, and the ongoing campaign to save Bologna's Garisenda Tower, which has raised over €2.7 million. Critics point to the need for better promotion by local administrations and a more equitable distribution of resources.
