Programmi artistici del New Deal: quando il governo statunitense finanziò gli artisti come lavoratori essenziali
Dal 1933 al 1943, il governo statunitense considerò l'arte come un bene comune attraverso varie iniziative del New Deal. Il Public Works of Art Project (PWAP), avviato nel dicembre 1933, impiegò 3.700 artisti che produssero oltre 15.000 opere. Tra il 1934 e il 1943, la Section of Painting and Sculpture commissionò 850 artisti per la creazione di 1.400 opere d'arte per edifici federali. Sotto il presidente Franklin D. Roosevelt, gli artisti furono riconosciuti come lavoratori. Nel 1935, la Works Progress Administration (WPA) avviò Federal One, che includeva il Federal Art Project (FAP) guidato da Holger Cahill, offrendo agli artisti un salario settimanale di 24 dollari. Figure di spicco come Willem de Kooning, Alice Neel e Grant Wood vi parteciparono. Tuttavia, i programmi affrontarono critiche dal House Un-American Activities Committee e furono terminati nel 1943.
