Calvi, Corsica: The Birthplace of Package Tourism That Avoided Mass Development

Calvi, a town on the northern coast of Corsica, holds a significant position in the history of modern tourism as the site where the package holiday concept originated. In 1950, Vladimir Raitz, a Russian émigré who founded UK-based Horizon Holidays, demonstrated his innovative all-inclusive travel model by organizing a trip for schoolteachers to Calvi. This approach bundled flights, accommodations, meals, and entertainment into a single price, making foreign travel more accessible. The following year, these packaged trips became available to the general public. Despite this pioneering role, Calvi never experienced the overwhelming tourist development seen in other Mediterranean destinations like Spain's Costa Blanca. Several factors contributed to this outcome. Geographically, Calvi is surrounded by mountains that limit large-scale construction, unlike the expansive coastlines of Spain. Logistically, the local airport remained small with challenging weather conditions, restricted runway expansion, and limited direct routes, hindering mass accessibility. Politically, postwar France focused on domestic tourism and favored small-scale accommodations such as pensions and campsites, while Spain under Francisco Franco actively welcomed international tour operators and invested heavily in airport infrastructure during the 1960s and 1970s. Culturally, Calvi maintained an atmosphere resistant to populist tourism, attracting visitors who sought authentic experiences rather than standardized resorts. Raitz noted that early package holiday participants developed cosmopolitan tastes, learning languages and embracing local cultures. Over time, however, the package holiday industry evolved toward predictability and large hotels. Calvi's preservation of its character highlights how geography, policy, and cultural disposition can shield a destination from mass tourism.
