BNF faces €200M maintenance crisis as François-Mitterrand site ages

A French Senate report warns that the Bibliothèque nationale de France (BNF) is entering a critical phase for its real estate, particularly the François-Mitterrand site in Paris. Presented on May 27 by Senator Jean-Raymond Hugonet, the report highlights a growing gap between the value of BNF's built heritage (€1.49 billion) and available maintenance funds. The François-Mitterrand building, with 200,455 m² of usable space, has 80,000 light points, 80 elevators, and 100 air handling units nearing end of life. In 2025, 25% of components were already 'very critical' and 30% 'critical'; by 2029, over 70% could pose high or very high risk, potentially forcing partial or total closure. Renovation needs are estimated at €527.6 million. The 2026-2030 strategic plan shows a maintenance debt of €88 million in 2025, plus €112 million from 2027 to 2029—totaling €200 million over five years, far beyond ordinary budget margins. The 2026 budget allocates only €12.8 million for real estate. Storage saturation is another issue: collections grow by 6 linear km per year due to legal deposit, with self-publishing now a quarter of printed books. The report suggests promoting digital deposit. The future Amiens conservation center, costing €116 million and set for 2029, would add 106 linear km after closing Bussy-Saint-Georges and Sablé-sur-Sarthe, but its financing is fragile. The Arsenal library needs a new mission, and the Richelieu site requires €8 million in unfunded work.
